Innovation and excellence in design, energy efficiency and liveability were highlighted in many of the projects nominated for the UDIA NSW Awards for Excellence 2003. More nominations than ever competed for these prestigious Awards where projects were subjected to peer review and industry scrutiny.
All the awarded projects showed leadership, creativity, innovation and team work in action. The best were demonstrably outside the square of habit. While Sydney projects were outstanding, a highlight of the submissions was the level of interest from the regions of NSW.
This year, judges were struck by a number of consistent attributes shown in the winning projects. Firstly, a clear vision of the desired outcome had been established from the outset. Secondly, a passion and commitment to realising the vision was expressed in unwavering attention to detail. Thirdly, great trust had developed between people working together over a long period. And fourthly, while they were the ultimate risk takers and clearly provided leadership, the developers skilfully used the advice of top quality professional teams.
Winning projects included the Walsh Bay Redevelopment by Mirvac, Waratah Mills by CPG Developments, Hunterford at Oatlands by Landcom and St Hilliers.
Many of the NSW winners will go forward to the UDIA National Awards in 2004 where they will be measured against their peers in other States and potentially in the international arena.

A development that demonstrates the value of flexible and market responsive thinking. It has evolved through various stges to a project that responds well to issues of connectivity and place, based on the original good basic plan. It still impresses as a large scale suburban development with a very liveable community.
Project Data:
Harrington Park is a master planned residential development currently being developed by the Fairfax family. Harrington Park has been under development since 1994 and will be completed in about 3 years. The development consists of three villages; Lakeside, Hillside and Park Haven each with its own distinctive form and character and providing diverse housing needs.
When the development is complete, it will comprise approximately 3,000 homes. To date, 1,600 homes and a range of facilities including a primary school, community centre, child care centre, playing fields and clubhouse, tennis courts and many kilometres of cycleways (footpaths) have been built.

An exceptionally thoughtful renewal of an extraordinarily unique part of Sydney’s maritime, social, cultural and architectural heritage. From the fine detail of the project’s resonance with its interpretative elements, to the clean planning of the apartments, rich external character and public and private amenities, the development demonstrates the talents of an enthusiastic team and a balanced approach to the commerce of a complex site and regulatory regime.

The Walsh Bay Redevelopment is one of the largest and most important urban renewal undertakings in Australia. Incorporating magnificent waterfront heritage, the precinct is being transformed into a lively mix of residential, cultural, retail, commercial and public facilities for the whole world to enjoy.
Walsh Bay boasts dramatic views of the Harbour Bridge and Sydney’s superb foreshores and is only a short walk to Sydney’s CBD, Opera House, Circular Quay and many of the city’s other premier attractions. This prime position makes it one of the finest residential and commercial locations in Australia. It represents the heart of Sydney’s seafaring heritage, being one of the city’s most significant early maritime precincts dating back to the early 19th century. In fact, no place is more evocative of Sydney’s maritime past than Walsh Bay.
Created in 1997, Walsh Bay Partnership (WBP) is a joint venture project between two of Australia’s leading and most respected companies, Mirvac and Transfield. The NSW Government entrusted WBP with the task of rejuvenating Walsh Bay and breathing new life into the rapidly deteriorating areas of the precinct including the “finger” wharves, their connecting shore sheds, bridges, bond stores and several streets and vacant sites within the precinct. The entire precinct comprises 11 hectares located over and adjacent to the sparkling waters of Sydney Harbour.
SMALL RESIDENTIAL PROJECT EDGEWOOD WATERFRONT HOMES By Mirvac Projects JUDGES COMMENTS: A carefully considered response to the development context and natural environment, along with exciting internal spaces and a courageously modernist architectural approach, distinguishes the An internal courtyard provides shelter from wind and ensures ample natural light, sun penetration and enviable cross ventilation. The principal living spaces, all of which benefit from water views, are open planned and arranged around this courtyard. Changes of level, screen walls, benches and sophisticated detailing clearly differentiate casual from formal living while offering an easy flow Project Data: Located on the shores of Cabarita is Edgewood, Mirvac is creating a Community Estate with direct access to the waterfront of Hen and Chicken Bay and neighbouring Cabarita Park. The luxurious Waterfront Homes, known as 1 – 5 Regatta Way, are uniquely designed two storeys, four bedroom courtyard homes, with double garages. Each house is located right on the waterfront, with expansive views overlooking Hen and Chicken Bay, and direct access to the foreshore. HIGH DENSITY HOUSING AND MIXED USE DEVELOPMENT SYDNEY UNIVERSITY VILLAGE By Carillon Avenue Pty Ltd (Sydney University, Judges Comments: The apparent simplicity of the site plan and buildings belies a great depth of thinking across a multiplicity of environmental issues. The final result is a fine-grained mix of living and recreation environments that provide a welcome respite from the student body on the main campus. The buildings are carefully sited and scaled in response to surrounding streets, while creating finely considered and scaled internal courtyards and walks. The internal circulation systems and arrangement of facilities encourage interaction. The project is a fine example of how affordable housing can be delivered without forsaking quality design and environmental responsiveness. Project Data: The student village for the University of Sydney is intended to provide a socially interactive yet functional environment to accommodate 650 students, meeting changing needs over the longer term. It includes a function centre, tavern, retail outlet, study and learning centres/meeting places for both students and the public, accommodated in ten buildings located around a central village green. MEDIUM DENSITY HOUSING AND MIXED USE DEVELOPMENT HUNTERFORD AT OATLANDS By Landcom and St Hilliers Judges Comments: Hunterford is an excellent example of medium density housing that has brought together top design and development skills with a set of builders willing to test themselves in a new environment. The diversity of homes, range of price points and wide range of community features and amenities are well integrated and achieve an excellent outcome. Project Data: Hunterford is a 150 dwelling urban infill project on community title at Oatlands, located on a surplus 6.7 hectare site on Pennant Hills Road. The Hunterford community has been masterplanned with a mix of housing types including single detached homes, courtyard homes, town homes, attached terraces, mews homes and apartments, all meticulously designed to respond to the site, energy efficiency and sustainable community principles. Quality community facilities are an integral part of this development – these include pool, tennis court, clubhouse and landscaped parks, and are available to all residents. URBAN RENEWAL WARATAH MILLS By CPG Developments Judges Comments: An extraordinarily inventive adaptive reuse of a site containing sound former industrial buildings, with local iconic significance. An easy solution might have been demolition but careful appreciation of the alternative has resulted in a fine example of the real art of development. The development also demonstrates that housing diversity and a wide price differential is not an impediment to sales and profitability. Project Data: Waratah Mills in Dulwich Hill, NSW is a medium-density, inner city urban renewal development. 84 luxury apartments have been innovatively created to meet the needs of modern living, in a heritage listed grain silo and mill building. Waratah Mills matches state-of-the-art design solutions with viable development opportunities. This project was Sydney’s first redevelopment of a flourmill to residential apartments. First opened in 1923, the Waratah Flour Mills operated until the 1970’s. As one of a number of flourmills constructed throughout Sydney during the 1920’s, the Mills were representative of the industry of the time and of considerable local heritage significance. As true reflections of the architectural style of industrial sites of the 1920’s, Waratah Mills has been a prominent visual landmark of the local area ever since. ENVIRONMENT PIER AND SHORE APARTMENTS, WALSH BAY By Walsh Bay Partnership (Mirvac/Transfield joint venture) Judges Comments: This is an example of outstanding implementation of a range of sustainable environmental solutions. Excellent use of sunshading devices add a distinctive architectural appeal to well planned and executed apartments. Good planning and effective use of site orientation, ventilation flow and water cooling and recycling has enhanced the project’s liveability and environmental result. Project Data: The Pier and Shore Apartments have been rebuilt as a brand new structure within its originally-proposed envelope and contains 140 luxury apartments. This new, purpose-designed residential pier, believed to be the only one of its kind in the world, provides a stage for Australian innovation in design and technology. The Shore Apartments is an unusual combination of a magnificent retained and restored historic masonry façade on Hickson Road, and a contemporary 99 unit apartment complex, built to the northern side of the historic façade and physically attached to it. Lobbies, bridges and through site links breach the austere nature of the Hickson Road façade, and allow the public to have views and access to the waterfront. The project forms a major new waterfront precinct for Sydney – offering an injection of life into this very atmospheric and yet hitherto inaccessible part of Sydney’s history. ENERGY EFFICIENCY KOGARAH TOWN SQUARE By Allen Jack & Cottier for Hightrade Company Pty Ltd Judges Comments: This mixed use development formed a central civic space – the Kogarah Town Centre, where residents, business and public events and uses interact. The project set out and succeeded in demonstrating an exceptional and innovative example of what is possible at the leading edge of energy efficiency. We look forward to the base technology being more widely adopted with resulting reduction in costs. The Council is to be congratulated for setting a very high benchmark for future developments. Project Data: The Kogarah Town Centre development includes a town square, a space intended to be a public library, 193 residential units, car park, and retail and commercial space. A key driving force was Kogarah Council’s intention to make it a showcase of ESD principles, incorporating energy efficient design. It uses photovoltaic arrays for power generation, passive solar design in the residential units, has a cutting edge water management strategy, and a strategy for maximising natural ventilation and winter solar access. From the outset, the Kogarah Council sought to achieve two clearly defined goals. Firstly, a much needed civic space reflecting Kogarah’s identity; and secondly, the creation of a showcase town centre demonstrating best contemporary practice in urban and environmental design. A Town Centre DCP was developed by Russell Olsson Urban Projects in collaboration with Allen Jack + Cottier, in conjunction with a community consultation process. PROFESSIONAL CONSULTANCY THORNTON – KILLINGWORTH SUB-REGIONAL By Parsons Brinckerhoff Australia Pty Ltd Judges Comments: This was an extraordinarily complex challenge that impressed the judges as being very competently handled by the consultants. The consultation and planning process with the community and business interests have resulted in a very thorough report and high level of public understanding and acceptance. Project Data: The Thornton-Killingworth sub-region is an area that has experienced particularly strong growth in recent years. It covers a development hot-spot that includes part of the Lake Macquarie, Newcastle, Cessnock and Maitland Council areas. Thus this strategy has been designed to provide strategic directions for the sub-region; focused on finding a balance between both development and conservation needs. Parsons Brinckerhoff (PB) was the lead consultant, with support provided by a steering committee. The draft strategy is currently being displayed for public comment. Due to the extensive nature of the study area and the inclusion of four council areas, a creative approach was needed to both focus the strategy and provide outcomes acceptable to a wide range of stakeholders. The strategy has been well received by local government, the development industry, government agencies and the public. This attests to its success in delivering to such a broad audience with competing views. PUBLIC SECTOR LEADERSHIP IN URBAN DEVELOPMENT GREEN SQUARE TOWN CENTRE By South Sydney Development Corporation, South Sydney City Council and Landcom Judges Comments: This was an outstanding and unique partnership that carefully and thoughtfully resolved a highly complex and potentially fraught challenge of multiple site ownerships and agendas. The project has shown strong leadership in the planning stages and this combined with creativity will assure high standards in the implementation stages. Project Data: The project represents innovation in planning and partnership between Local and State Governments, to address the physical and financial constraints posed by the urban renewal of industrial land around the Green Square Railway Station. The three partners in the project have collaborated to develop a Masterplan and Draft Local Environmental Plan to create the Green Square Town Centre, the new and vibrant residential, commercial, retain and cultural heart of the emerging Green Square community. PUBLIC SECTOR LEADERSHIP IN URBAN DEVELOPMENT THE KOGARAH TOWN SQUARE DEVELOPMENT By Kogarah Council Judges Comments: A highly commendable if not unique example of a Council committed to the future shape of urban renewal and development. Not only does the project show what can happen from high awareness of sustainable environmental issues and a willingness to foster quality urban design, it is a credit to the builder / developer that they were willing to step into the square and take on a special challenge. Kogarah Council has clearly shown that innovation, leadership and commitment can come from local government. Project Data: Kogarah Council undertook the Kogarah Town Square project to meet the challenge of sustainability in an urban context and create a benchmark in best practice in urban design. The objective was to create a model of environmentally sustainable design, as advocated by Council’s DCP for the Kogarah urban village, which demonstrated that embracing sustainable practices in urban planning and design can be economically viable for developers, while producing actual benefits for the environment and the people who live and work there. ILLAWARRA, ACT AND SOUTHERN NSW EDGEWOOD ESTATE By the Village Building Co. and Illawarra Land Pty Ltd Judges Comments: This project redefined an old quarry site addressing water issues, treating and recycling of land fill and fauna and flora conservation and rehabilitation and restoration of the natural attributes of the site. The well planned housing diversity and good value proposed will stand the test of time and deliver a quality environment. Project Data: Master planned Edgewood Estate, in Woonona, a suburb of Wollongong, has successfully implemented environmental initiatives that were designed to retain, redevelop, preserve and protect the natural environment surrounding the Estate. The Village Building Co. adopted an innovative approach to land development and environment preservation. Through strategic planning and careful management, Edgewood has emerged a beautiful and worthy exemplar of environmental restoration. HUNTER AND NORTHERN NSW MARINER APARTMENTS By Kingston Properties Pty Ltd Judges Comments: The design provided creative solutions for a difficult site including issues such as mine subsidence, heritage of the marine and harbour environs. The architectural result is very pleasing with well-planned and constructed apartments and townhouses, that respect the adjoining properties. Project Data: The Mariners Apartments is a 42 unit residential urban renewal project that is inspired by the rich maritime heritage of Newcastle Harbour. The site addresses Hannell Street, Newcastle harbour’s public promenade and the proposed Fig Tree Park. The development comprises a basement car park for 88 vehicles and two four storey apartment buildings and six two storey townhouses atop a landscaped podium slab. CONCEPT DESIGN PRINCE HENRY AT LITTLE BAY By Landcom Judges Comments: This project displays good resolution of a complex set of heritage, environmental, archaeological and development issues. Controls are comprehensive and developed with a clear vision. Project Data: The Prince Henry redevelopment will rejuvenate a dilapidated former hospital site with a new residential and community precinct, balancing the old and the new while keeping 80% of the site in public ownership, and creating a showcase of coastal urban renewal. CONCEPT DESIGN PORT MACQUARIE GREATER CBD MASTER PLAN By King and Campbell Pty Ltd for Hastings Council Judges Comments: The Port Macquarie CBD Masterplan has been thoroughly thought through and the discussion paper provides the opportunity for community consultation potentially leading to the emergence of a great CBD for this historic coastal NSW town. Project Data: Port Macquarie is a regional coastal town in New South Wales which is experiencing strong population growth and physical expansion. The Port Macquarie Greater CBD Master Plan seeks to take advantage of a large waterfront land parcel that offers substantial scope for the improvement and expansion of its existing uses and the provision of new uses. The result is a comprehensive set of urban design initiatives which will equip Port Macquarie with a consolidated retail core, new medium density housing, tourist facilities and an extensive and exciting interconnecting open space network. The plan has 20 year implementation timeframe. MARKETING BABWORTH HOUSE By Byrne Lewis Group Pty Limited Judges Comments: An exclusive development and excellent sales results achieved by thorough understanding of the target audience and sustained positioning by the developer at the top end of the market over many years. The developer’s reputation was utilised effectively as the key marketing tool. Project Data: The Byrne Lewis Group specialise in prestige apartment developments where they have created a strategic position at the top end of a very demanding market. Purchasers have the opportunity to design their own apartments and have an active input into the choice of finishes. This reputation was a powerful marketing tool. This project presents a modern interpretation of the traditional terrace form. The development presents a consistent and modern form of architecture, through rhythmic rendered masonry ‘picture frames’ and individuality through the use of feature wall panels, roof forms and entrance awnings.
